I use something more like 30/10/6/2/1, slightly different for each world. The way this works is like soft caps. if a level ratio to the total resident population is maxed out, then no further sims can reach that level until some of them drop back to the lower ones, die, or move out of the world.
So you see, this is why so many players use SP mods like NRaas. SP mods correct these weird and illogical twists in Sims 3 and they try to change the gameplay story of the currently inactive households more meaningful, logical, and consequent. But of course you can decide that you don't need this "logic" and can stay by using EA SP. Every time I start a rotation, the first thing I do is to change their money to what they're supposed to have, so they don't get uber-rich in two rounds. I use the "money" cheat for this purpose. I don't use Nraas SP or EA's SP.
